According to the options in my GR... the keypad enter is mapped to "show console".
I wanted to play around with the unlimited ammo cheat and mortar just for fun. I guess this won't work when hosting your own multiplayer game?
When I want to "practice" I just play my own multiplayer game of firefight or whatever.
I suppose this is disabled to keep people of actually cheating in games.

would be pretty funny if, in a multiplayer game, all you had to do was turn invincible and shoot everyone else to win

Hey AJ, if you want to do that, just modify some of your equipment files. When you host they will be active. When you play on others servers it will be whatever is on the host server. As long as the file names are the same, the server determines what you get. The kidbuster mod helps identify those who try to work around that, It may stop you if you modified a file that doesnt change the game when you play on others servers. Not sure. I have a modified weapons mod that I activate when I play by myself sometimes. Will share that if you want it. Also have some server side missions/firefights that I will share. They are a challenge! and of course anyone can play them if you are hosting, and they dont need to download them too.

To answer your question AJ, the console only works in SP. I think it's basically only in there to help develop missions etc. I use it all the time when I'm scripting a new mission so that I can go and check exactly whatever it is I want to make sure works rather than have to worry about taking 20 mins to run around stealthily not getting shot.
If you call up the console in SP, particularly useful cheats are: "superman" (your character is invulnerable) and "teamsuperman" (your whole team is invulnerable), "shadow" (invisibility for you) and "teamshadow" (invisibility for your whole team), "run" (what it sounds like), and "ammo" (unlimited ammunition). "chickenrun" is quite amusing too (switch it on, then throw a hand grenade)....
